The BEA (Bureau d'Enquêtes et d'Analyses pour la sécurité de l'aviation civile) is the French authority responsible for carrying out safety investigations relating to accidents or serious incidents in civil aviation.
Every year, the BEA conducts about 250 new investigations following accidents or incidents in public transport and in general aviation occurring on French territory, including Overseas Departments and Territories.
In addition, each year the BEA represents the French State in around 150 new investigations conducted by foreign States. It participates actively in these investigations as Representative of the State of Design, Manufacture, Registry or Operation of the aircraft. It acts as observer in these investigations when the accident involves French casualties
Further, the BEA offers technical assistance when a foreign organisation calls upon its skills, most often in relation to the readout of flight recorders.
To accomplish its missions, in 2011 the BEA has 110 staff members, including around 50 investigators.
During its investigations, the BEA can also call on the assistance of any outside expertise that it requires (European Regulation 996/2010 article 11.3, and ICAO Annex 13 article 5.24).
